			<content:encoded><![CDATA[<p>The massacre of about 20,000 innocent people – elderly, women and children started at the night of March 30, 1918. <span id="more-77"></span>Armenian Bolshevik troops led by Stepan Shaumyan massacred thousands of people, burnt Muslim pilgrimages and confiscated the estate cost 400m manat of Baku people.Tezepir mosque was bombed, and burnt the building of Ismailiyye. The genocide policy against Azerbaijanis was not limited to only Baku. Armenian dashnaks killed 8,027 Azerbaijanis, including 2,560 women and 1,277 in 53 villages of Shamakhy on March 31. 16,000 Azerbaijanis were murdered in 162 villages of Guba. Armenian dashnaks burnt thousands of villages in Lenkeran, Mughan and Nagorno Karabakh and killed thousands of people.</p>
<p>Emergency Investigation Commission set up by Azerbaijan Democratic Republic on July 15, 1918 gathered a great deal of documents and submitted to the government. Azerbaijani parliament made a decision on marking March 31 as the day of Azerbaijani genocide in 1919.</p>
<p>Though this date was forgotten during the Soviet period, a lot of investigations on the tragedies committed on March 31, 1918, were carried out and books were published after Azerbaijan gained its independence.</p>
<p>President Heydar Aliyev issued a decree on Azerbaijani genocide on March 26, 1998. March 31 is marked as the day of Azerbaijani genocide since then.</p>
<p>March 31 – day of Azerbaijani genocide is marked in different countries of the world, commemorative events and conferences will be held.</p>

<p>Late at night on January 19, 1990, 26.000 Soviet troops stormed Baku. They acted pursuant to a state of emergency declared by the USSR Supreme Soviet Presidium, signed by President Gorbachev and disclosed to the Azerbaijani public only after many citizens lay wounded or dead in the streets, hospitals and morgues of Baku.</p>
<p>More than 130 people died from wounds received that night and during subsequent violent confrontations and incidents that lasted in February; the majority of these were civilians killed by Soviet soldiers. More than 700 civilians were wounded. Hundreds of people were detained, only a handful of whom were put on trial for alleged criminal offenses. Civil liberties were severely curtailed.</p>
<p>The behavior of Soviet armed forces in Baku must be judged in the context of their actual mission. Mikhail Gorbachev&#8217;s use of force in Baku was nothing but the desperate attempt to stop dissolution of Communist ruling in Azerbaijan. The Soviet army was trying to rescue the totalitarian regime, the rule of Communist Party and Soviet empire.</p>
<p>Then-USSR Defense Minister Dimitri Yazov stated that the use offeree in Baku was intended to prevent the de facto takeover of the Azerbaijani government by the noncommunist opposition, to prevent their victory in upcoming free elections (scheduled for March, 1990), to destroy them as a political force, and to ensure that the Communist government remained in power.</p>
<p>Human Rights Watch report, entitled &#8220;Black January in Azerbaijan&#8221;, states: &#8220;Indeed, the violence used by the Soviet Army on the night of January 19-20 was so out of proportion to the resistance offered by Azerbaijanis as to constitute an exercise in collective punishment. Since Soviet officials have stated publicly that the purpose of the intervention of Soviet troops was to prevent the ouster of the Communist-dominated government of the Republic of Azerbaijan by the nationalist-minded, noncommunist opposition, the punishment inflicted on Baku by Soviet soldiers may have been intended as a warning to nationalists, not only in Azerbaijan, but in the other Republics of the Soviet Union.&#8221;</p>
<p>&#8220;The subsequent events in the Baltic Republics &#8211; where, in a remarkable parallel to the events in Baku, alleged civil disorder was cited as justification for violent intervention by Soviet troops -further confirms that the Soviet Government has demonstrated that it will deal harshly with nationalist movements,&#8221; continues the Human Rights Watch report.</p>
<p>The Wall Street Journal editorial of January 4, 1995, stated:<br />
&#8220;It was Mr. Gorbachev&#8217;s recall, who in January 1990 chose to defend his use of violence against the independence-seeking Azerbaijan on the grounds that the people of this then-Soviet republic were heavily armed gangs of hooligans and drug-traffickers who were destabilizing the country and quite possibly receiving support from foreign governments.&#8221;</p>
<p>Gross violation of human rights and mass manslaughter in Azerbaijan caused little reaction of Western powers. Mikhail Gorbachev&#8217;s regime was adamantly supported against &#8220;heavily armed gangs of hooligans and drug-traffickers.&#8221;</p>
<p>The brutal use of force in Azerbaijan created an anti-force. It buried chances of preserving the collapsing empire and resurrected national movement for independence.</p>
<p>In 1991 Azerbaijan became independent.</p>

<p>232 residents of Gubadli Region were killed and 146 became invalid during Karabakh war. Armenians burned and looted 94 villages and settlements, 205 cultural and social facilities and 12 historical monuments in Gubadli.<br />
There were 21 secondary and 15 incomplete secondary schools, as well as 15 primary and 7 kindergartens in the region with 33 800 population. 1280 teachers were working in the schools. There were 111 cultural-educational centers, including 60 libraries, 10 cultural houses, 28 clubs and 6 auto-clubs.<br />
Armenians looted Gubadli Museum of History and Ethnography where more than 5 thousand unique exhibits were displayed. IV century shrine Gavur Valley, Galali and Goygala monuments (V c.), Blacksmith Tomb (XIV c.), Haji Badal and Lalazar bridges, as well as other historical monuments in Ayin, Yusfbayli, Seytas, Garagacli and Khocamsakhli villages are under occupation now.</p>

			<content:encoded><![CDATA[<p>Armenian aggressors occupied Aghdam region of Azerbaijan on July 23, 1993.<span id="more-52"></span><span style="font-size:10pt;font-family:Arial;">July 23 1993</span><span style="font-size:10pt;font-family:Arial;"> is the one of the worst days of Azerbaijan history. On this day one of the biggest operations of Daqliq Qarabaq war took place. Unfortunately, Azerbaijan underwent its following defeat in these operations. The targets of Armenian aggressors, imposing on confusions in Azerbaijan, were Aghdam and Aghdere regions. The first attack of Armenian aggressors armed to the teeth to Aghdam region was unsuccessful as they assembled all forces near Aghdere. On June 26, 2006 Armenians reached to their repulsive plan and occupied Aghdere. So the way leading to Aghdam was opened for aggressors. Armenians attacked to Aghdam. As conclusion of these military operations Aghdam, one of the historical regions of Azerbaijan was occupied on July 23, 1993.<span> </span></span><!--more--></p>

The Declaration of Independence adopted by the National Council of Azerbaijan said: 1. Azerbaijani People have a power and Azerbaijan located in the South-Eastern Caucasus is fully legitimate independent country from today; 2. 			<content:encoded><![CDATA[<p><span>Azerbaijan People’s Republic was declared on May 28, 1918 in Tbilisi by the Azerbaijan National Council headed by Mahammad Amin Rasulzadeh. The Declaration of Independence adopted by the National Council of Azerbaijan said:<span id="more-51"></span></span></p>
<p>1. Azerbaijani People have a power and Azerbaijan located in the South-Eastern Caucasus is fully legitimate independent country from today;</p>
<p>2. Form of government in independent Azerbaijan is People’s Republic;</p>
<p>3. Azerbaijan People’s Republic intends to establish friendly relations with other nations particularly with neighboring nations and states;</p>
<p>4. Azerbaijan People’s Republic gives equal political and civil rights to its citizens without distinction as to their national identities, faiths, classes and races.</p>
<p>5. Azerbaijan People’s Republic creates wide opportunities for the free development of all nations living in its territory.</p>
<p>6. The National Council elected by the people and the Temporary Government, which is responsible before the National Council, will lead Azerbaijan until the Assembly of Founders is established.</p>
<p>As Rasulzadeh was holding negotiations on Azerbaijan’s independence with the Ottoman Empire in Batumi, deputy chairman of Azerbaijan National Council Hasan bey Agayev chaired the meeting, where the Declaration of Independence was announced. Mustafa Mahmudov was secretary at the meeting. Fatali khan Khoyski, Khalil bey Khasmammadov, Nasib bey Yusifbeyli, Mirhidayet Seyidov, Heybetgulu Mammadbeyov, Nariman bey Narimanbeyli (not Bolshevik Nariman Narimanov &#8211; editor), Mehdi bey Hajinski, Alasgar bey Mahmudbeyov, Aslan bey GArdashov, Sultanmajid Ganizadeh, Akbar aga Sheikhulislamov, Mehdi bey Hajibabbabeyov, Mammad Yusif Jafarov, Khudadat bey Melik-Aslanov, Rahim bey Vekilov, Hamid bey Shahtakhtinski, Firudin bey Kocharli, Jemo bey Hajinski, Shefi bey Rustambayov, Khosrov Pasha bey Sultanov, Jefer Akhundov, Mahammad Maharramov, Javad Melik-Yeganov and Haji Molla Salim Akhundzadeh attended the meeting.</p>
<p>Azerbaijan’s territory was 99908.86 sq m when Azerbaijan People’s Republic was announced. 13983.1 sq m area was accepted as a disputable area, it was planned to solve it during the negotiations with Armenia.</p>
<p>The first temporary government of Azerbaijan People’s Republic under the leadership of Fatali khan Khoyski was confirmed at that meeting of Azerbaijan National Council. The composition of the first government was as follows:</p>
<p>Fatali khan Khoyski – chairman of the Council of Ministers and Interior Minister<br />
Khosrov Pasha bey Sultanov – Defense Minister<br />
Mammadhasan Hajinski – Foreign Ministers<br />
Nasib bey Yusifbeyli – Minister of Finance and Enlightenment<br />
Khalil bey Khasmammadov – Justice Minister<br />
Mammad Yusif Jafarov – Minister of Trade and Industry<br />
Akbar aga Sheikhulislamov – Minister of Agriculture and Labor<br />
Khudadat bey Melik-Aslanov – Minister of Roads and Post-Telegraph<br />
Jamo bey Hajinski – State inspector</p>
<p>Azerbaijani government was temporarily based in Gandja, as Baku was under Bolshevik-Dashnak control headed by Stepan Shaumyan.</p>
<p>On September 15, 1918 after the heavy battles Azerbaijani National Army and Caucasian Islamic Army led by Nuru Pasha liberated Baku from Bolshevik, dashnak and English military units and independent Azerbaijani Government moved to Baku.</p>
<p>Azerbaijani Parliament was solemnly inaugurated in Haji Zeynalabdin Tagiyev’s school for girls (now the building of Manuscripts Institute named after Fuzuli) at 13.00 on December 7, 1918. Chairman of Azerbaijan National Council Rasulzadeh made a speech of congratulation.</p>
<p>On the initiative of Musavat faction, Alimardan bey Topchubashov was elected chairman of the parliament, Hasan bey Agayev first deputy chairman of the parliament. Topchubashov was attending the Paris Peace Conference, therefore Hasan bey agayev chaired the parliament. At the first meeting of the parliament Fatali khan Khoyski’s government resigned and decision was made to form a new government. Fatali khan Khoyski led the government again.</p>
<p>155 meetings of the parliament were held during the period of Azerbaijan People’s Republic. Of ten were held during the period of Azerbaijan National Council (May 27 – November 19, 1918), but 145 were held during the period of Azerbaijani Parliament (December 7, 1918 – April 27, 1920).</p>
<p>More than 270 draft laws were discussed at the Parliament and about 230 of them were ratified. MPs from 11 factions and groups participated in the development, discussion and ratification of the parliamentary laws. There were 11 commissions at the Parliament of Azerbaijan People’s Republic.</p>
<p>Azerbaijan People’s Republic gained considerable achievements in its short life. The Republic, which provided women with electoral rights for the first time and restored man-woman equality, did great works in national army building, national currency, establishment of National Bank, democratization, free elections, international relations, official recognition of Azerbaijan’s independence by the international community, economic reforms and other fields.</p>
<p>Unfortunately, Azerbaijan People’s Republic existed only for 23 months and overthrown by Bolsheviks on April 28, 1920.</p>
<p>Independence of Azerbaijan People’s Republic was first officially recognized by Ottoman Empire on June 4, 1918.</p>

Armenian aggressors destroyed hundreds of public amenities, tens of settlements, villages and historical monuments on 17th may, 1992. 63 thousand and 341 Azerbaijanis were dislocated from their native lands as a result of this occupation. Occupation history of Lachin region is following: Armenian armed forces having occupied districts and populated areas around Lachin intensively shelled out at the centre of the region. Armenian army starting attacks from an area called Turshsu of Shusha city and Gorus region of Armenia occupied Lachin on the night from 16th to 17th May, 1992. Notable major part of enemy&#8217;s forces realizing the region&#8217;s occupation entered through Lachin corridor. Local citizens say many of Azerbaijan armed forces had left battle-field a day before occupation of the region. Lachin citizen Vaish Hasanov said in his talk to ANS reporter: &#8220;Troops had left completely on 17, May. There remained five or six men in the region. We stopped a vehicle toprevent it from leaving&#8221; remembers those days. Notable major armed forces that deserted from Lachin and regions around it were involved to political opposition in Baku. Namely, the army joining political actions in the capital left the battle-fields without control. Subsequently Lachin entered the list of systematically occupied regions. Occupation of Lachin with positions of strategic importance caused a serious damage to Azerbaijan&#8217;s economy. Lachin region with its 1835 sq. km. territory has been known as administrative unit since 1930. Notable the region with approximately 63 thousand population included 122 villages. As a result of occupation Armenian armed forces destroyed more than 30 monuments of cultural and historical importance. Apart from that, the light industry centers as well agricultural fields made useless by the enemies.<!--more--></p>

<p>91 years have passed since March 31 &#8211; Day of Genocide by Armenians against Azerbaijanis. Right on this day – March 31 of 1918 killed savagely to more than 50 000 Azerbaijanis living in different regions of North Azerbaijan, that is, present Azerbaijan republic.    </p>
<p>Ten millions Azerbaijanis got material damages as a result of the genocide. Unfortunately this genocide committed by Armenians was not recognized by international community so far. Therefore no compensations have been paid for the genocide by Armenian against Azerbaijanis. Only 10 years ago ten a resolution was passed on marking March 31 as Genocide against Azerbaijanis.  Thus a number of events are held, victims of the genocide are commemorated in Azerbaijan and abroad on march 31 every year.  </p>
<p>The tragedy was larger if to take into consideration the slaughters in South and West Azerbaijan.</p>
<p class="MsoNormal">The aggressive Armenian units mercilessly dealt shortly with civilians in  urmiya, Khoy, Maku, Salmas, Baku, Iravan, Shamakhi, Guba, Shusha, Ganja, Lankaran, Kurdamir and other regions of Azerbaijan in 1918, murdered hundred thousand innocent Azerbaijanis.</p>

			<content:encoded><![CDATA[<p style="text-align:justify;"><span id="more-23"></span><!--more-->On the night from February 25 to 26, 1992 Armenian aggressors wiped Khojali city of Azerbaijan from earth.February 26 – is 17th anniversary of Khojali Genocide committed by Armenians against Azerbaijanis. On the night from February 25 to 26, 1992 Armenian aggressors wiped Khojali city of Azerbaijan from earth. On that night of 1992 the bloody tragedy of Khojali entered into annals of brutal crimes of the XX-th century – Khatyn, Hiroshima, Nagasaki, Songmi. On that night Armenian armed formations with support of military men and armour, billeted since the USSR in the city of Khankendi, of 366th motor-shooting regiment of the Soviet Army, a considerable part of command of which was mainly composed of Armenians wiped Khojali city of Azerbaijan from earth.</p>
<p>613 persons were killed, 487 &#8211; became cripples, 1275 civilians, including old men, children, and women were captured. Destiny of 150 persons is not known still.</p>
<p>106 of the Khojali victims were &#8211; women, 63 &#8211; children, 70 &#8211; old men.</p>
<p>However 4 (four) resolutions of the UN Council of Security on withdrawal of  Armenians from the occupied areas of Azerbaijan were not executed till now and that this, first of all, strikes on authority of the UN Council of Security.</p>
<p>The citizens of Khojali hope that the world community will condemn Armenia’s military aggression against Azerbaijan and show a fair estimation to the peaceful regulation of the conflict and support the territorial integrity of Azerbaijan and withdrawal of the aggressors from the historical lands of Azerbaijan and returning of the refugees to their native places.</p>

			<content:encoded><![CDATA[<p>For the commemoration of the 19th anniversary of January 20, 1990 tragedy<br />
DeclaratIon<br />
19 years passed since the tragedy of January 20, resulted with mass violation of human rights, as a part of genocide policy of Soviet Empire against Azerbaijan.<span id="more-22"></span><br />
Struggling against Mikhael Gorbachov’s traitorous policy, insidious intentions of Armenians forwarding unfounded territory pretentions and aggressions 19 years ago Azerbaijani people presented their freedom, independence longing and advanced martyr, sacrificing themselves. The same day brave and courageous descendants of Azerbaijan revolted against armored weapons of Soviet Empire, holding high liberty, honor and dignity of the nation, and opened the new page of independence history.<br />
Although 19 years passed from January 20, 1990 entered the struggle history for Azerbaijani liberty and territorial integrity as a heroic as page, our nation memorize that horrible night, and express deepest hate.<br />
January 20 criminal included to the most bloody terror acts committed in the XX century. As the result of encroachment of soviet army, the same night 134 people (more than 20 are women, children) killed, more than 600people injured in Baku. While committing the criminal statues of universal bill on human rights of the UN, and of other international authorized documents on human rights have been violated. Unfortunately, this aggression Azerbaijani people exposed to, have not taken its deserved place in the international environment as a crime against the humanity, up to now.<br />
Nevertheless 69 of 100 volume inquiry materials related to January 20 events were sent to Moscow, former USSR Prosecutor from Baku, as if to be investigated, these documents haven’t been sent back any more as January 20 tragedy was caused indirectly by Kremlin and Mikhael Gorbachov.<br />
Signing international agreements connected with providing human rights and defense, talking about democracy and reformation, intending to establish juridical state the Soviet government violated massively the most supreme natural right of the humanity &#8211; right to live affirmed in the national legislation and international-juridical acts, infringing upon Azerbaijan with matchless military on January 19-20 without agreement of Supreme Presidium of Azerbaijan USSR and Supreme Soviet of USSR abusing USSR Constitution. Peaceful people from various nationality- elderly, women, children and the young were killed wildly, irresponsible to national, ethnic, belief, sex and age.<br />
As it is known, one of the most important achievements of the contemporary international law is to raise protection of human rights to the intergovernmental corporation level, and to support them. By this attempt human rights got international importance leaving internal authoritative frame of the states.<br />
However, it must be mentioned that, January 20 tragedy resulted with mass human rights violation has not been estimated by the international law yet.<br />
We hope that, world society, international organizations will support our justified require, the terrible crime committed against Azerbaijan and supervised by grave and mass violation of human rights will gain its international juridical evaluation.<br />
We, Azerbaijani youth commemorate with honour the January 20 martyrs, express our condolence to all Azerbaijanis living all over the world, regard this heartbreak as a part of massacre policy carried out against Azerbaijani nation.<br />
The youngsters will never forget the concord presented by the victims at bloody night, today and the future of our country; will raise national solidarity in the sake of loyal supremacy, human right protection, statehood strengthening.<br />

			<content:encoded><![CDATA[<p><span id="more-18"></span>Despite many consider January 20 as tragedy, it was a patriotic page in the history of Azerbaijan.Azerbaijani people marks 19th anniversary of the tragedy of January 20 today. At night from January 19 to 20, 1990, Soviet troops enterd Baku and murdered innocent civilians. January 20 is written “Bloody January” in the history of Azerbaijan. Official Moscow was concerned about expansion of liberation movemnt in Azerbaijan.</p>
<p>Thus it was for this reason that State Security Committee of the USSR organized banishment of Armenians from Baku on January 13 and introduced it as mercilessness. Military officers from Krasnador, Kuban, Saratov areas of Russia attacked Azerbaijan.</p>
<p>131 civilians were killed, over 250 wounded By Russian military officers within several hours of the massacre. Despite many consider January 20 as tragedy, but it was a patriotic page in the history of Azerbaijan.</p>
